antisiphon valve

I may have to replace the antisiphon valve on my starboard fuel tank on my 1990 Formula 36 PC. As far as I can tell, there is no way to get to that area of the tank to replace it. There is no access where the valve is located. Anyone have any ideas?
 
fuel valves, tank wall.jpg The black rectangular plate where the valve manifold is attached is right in front of the tank area where the pick up tubes are located. The plate is screwed to a fiberglassed plywood panel and if I took the manifold plate off, cut about the top 3-4 inches of the panel, I would have access to the top of the tank. This picture is the starboard side of the stern. There is no access panel on the starboard side except from the aft cabin at the far end of the tank. The hole is only big enough for a very skinny midget. I e-mailed Florida Marine Tanks to get info on the tank. The boat ran good Saturday after having the quadrajet carb rebuilt, so maybe I won't need an anti-siphon valve. But, it sure would be nice to know if I could get to the tank.
