What is this panel?

So this panel is located under the throttle on my 88 242LS but I can't seem to figure out how to open it without breaking something. Is there a special way this is supposed to open? Looks like a fuse panel or access panel to the throttle cables etc I'm guessing.

That is a Southco e3 compression latch. It takes a round key.

It’s just a storage/glove box. The key looks like an old steel barrel key used to wind up something. Shaped like a T
