34PC engine trim and trim tab configuration

I bought a used 2009 34PC with 496 SeaCore/Axius. I'm having a tough time getting efficient cruise. With about 0.5 degrees up engine trim and the trim tabs about halfwaydown, I'm cruising at around 23mph, 45gph at 3500 rpm. Pretty much any combination I try, I'm always around 0.5 mpg on plane. This is pretty abysmal and not anywhere near what I'm reading from boat test and other posts. The props appear to be 3x3 original and Formula said the boat came with 2.0:1 ratio. I'm not sure about prop pitch but assume it's the standard, which I think was 24. This is with about 3/5 fuel, 1/2 water, 2 adults.

Any recommendations for trim tab setting (have bennet display) and engine trim up (have analog and digital in vesselview) for some best cruise scenarios would be appreciated. I understand the benefits of up engine trim but anything past 0.7 or so - the bow comes up and the rpms start shooting up and the boat gets even slower. Should I trim the bow down with the tabs first, then add a little up trim? Leave the trim tabs retracted and speed up? I don't want to hurt her too much!

Next year, thinking about getting the 3XR props, but hope to get this dog moving better before then.
