Can anyone tell me if the STBD EVC display on a Volvo 400ss only turns on when the Port ignition is turned on.

I do not have experience on your model but on a similar Silverton, both displays power up when the starboard key is on.
 
should be separate. Port to port, star to star. Could be getting a fuel level or alarm signal to light up. concerned that it does not light when star ignition is on
 
Almost like the STBD HCU is not putting out 12 vdc on the multilink cable. Only the Port HCU is putting out voltage
