5000v transmission whining

I have a 01' 40PC with 8.2L Mercs coupled to 5000v velvet drives.
I have two problems, one with each trans.
Port Trans-when the engine is started, the trans will not drive the boat in forward or reverse.
You can hear the trans engage & a slight growl which is normal but the prop shaft/coupler do not move.
If I give the engine about 1800-2200rpm & shift from forward to reverse a couple time the trans engages & all is alright until the next start up a few hours later & it does the same thing. The fluid level is perfect & gets checked every time before leaving the dock & yes I know you are not supposed to shift @ that high rpm but it is the only way to get the trans to engage fully. Is there an internal pump that could be going out & is not getting the correct pressure @ low rpm?

Both trans-after operating for approx. an hour & then decreasing speed both trans seems to have a very high pitched whining or howling noise. Any ideas what may cause this?
