Bow Thruster and Windlass Battery

Need help with battery on 2005 40 PC located under mattress in front cabin for the windlass/thruster. Unit is not charging. After disconnecting the battery I read 11 volts (after a brutal winter) and there is no voltage across battery cables with charger switch on. Is there a fuse somewhere i am missing? Is there a separate charger for windlass/thruster battery? I have a 6 AMP Guest charger in the engine compartment that i think is for this battery - or is it for the generator battery? The large 80 amp Charles charger in engine compartment is working and charges the engine batteries normally.

The 6 amp charger is for the generator. windlass battery charges off the Charles charger. When I bought my boat the windlass battery would not charge. It took quite a while to get it resolved. Some new wiring and breakers were added on the wall where the thruster motor is. I don't remember the specifics,it was 9 years ago.
 
There is a battery isolator/combiner that maybe defective. On my '05 31 PC it is located behind the built in storage under the V-berth.

Formula had problems w/ the OEM unit and eventually replaced many w/ one from either Blue Sea or Paneltronics.

There is a circuit breaker for the charging of the windless battery in the forward floor opening. The red switch with the flip lever reset.

That was it. Thanks Mike. Circuit breaker needed reset. Charger is working now.
