Kohler 6.5 Hard Starting Issues

Hoping someone may be able to help.
My '98 31PC has a Kohler 6.5ESZ that I was able to resurrect this season (had a bad circuit board). I have also replaced the plugs and fuel filter and rebuilt the carburetor.
The issue I am having is that the only way I can get it to start is by initially disconnecting the safety circuit. When I do this, the motor will fire and run but not very well for about 20 seconds (it runs like its bogged down). After about 20 seconds, it clears up and runs fine and I can reconnect the safety circuit. Once its running, it runs perfectly and puts out the proper voltage etc.
Anyone have any thoughts?
 
I had a similar running issue with my Kohler this spring. Try advancing the choke lever manually upon starting.

Is is it running rough (rich with black smoke) on start up and then clearing up?

The choke may be sticking or in need of adjustment. This has to be done cold. If there are wires going to the choke housing, you will need to check for voltage there first. When cold, you will move the choke housing until there is a little pressure on the spring , which will put the choke on. I can assist you if need be over the phone or here on the forum if need be.

Its not so much that its running rough but more like its not getting enough fuel or something. The governor is holding the throttle wide open but it the motor won't rev up to normal RPM's until after about 30 seconds of it running. Then it will run for hours without issue. It also does this regardless of whether the motor is cold or warm.
I checked all of the choke operations including the circuit board and it all checked out fine.
