Temp Gauge Not Reading

Temp gauge not reading, did some trouble shooting:

1. Pulled the plug of the sending unit and grounded it out, that's supposed to peg the gauge, it did nothing. Gauge stayed at at zero
2. Replaced the sending unit. Nothing.
3. Grounded out the plug wire with the new sending unit in, gauge read 150. Pull the ground, goes back to zero.

Gauge bad?

'95 27PC with 4.3's
 
you should be able to take an ohm measurement on the sender, and behind the dash, where wires connect to the gauge.
measure both and see what you get. could also be bad wiring between the two.

if it measures correctly both sides - then I'd replace the gauge.

You mean check for continuity or an actual voltage reading?
 
my understanding is these work by changing the resistance.

a specific ohm reading is hot, and another is cold. no resistance, as you've stated, pegs the gauge.
